Prior Law Enforcement Experience
As a law enforcement officer, Ted gained extensive experience serving as a Patrol Officer, a Traffic Investigations Officer, and a DWI Investigations Officer. In addition to uniform police work, Ted served as a Detective in the Criminal Investigations Division and Internal Affairs.
As a Criminal Investigations Detective, Ted was responsible for investigating felony crimes. This role required him to conduct thorough investigations, which included executing search warrants, issuing subpoenas, and employing various investigative techniques. As a Detective in Internal Affairs, Ted investigated police misconduct and assessed Standard Operating Procedures.
During his assignment with the Traffic-DWI units, Ted specialized in traffic enforcement and DUI investigations, handling cases that included vehicular homicides, misdemeanor, and felony DWI offenses. He executed several hundred search warrants on vehicles and individuals and obtained and served numerous subpoenas during these investigations. Ted’s extensive experience also involved providing courtroom testimony for these cases. Beyond his investigative and courtroom roles, he was an instructor in traffic and DWI investigations.
Criminal Justice Act (CJA) Investigator
After retiring from law enforcement, Ted served as a Criminal Justice Act (CJA) Investigator, conducting investigations on behalf of appointed criminal defense attorneys in complex federal criminal cases. These cases involved some of the most intricate and high-profile offenses, including National Security violations, VICAR, RICO, white-collar crimes, and other serious Federal felony charges. Investigating on behalf of criminal defendants required a distinct and advanced skill set, differing significantly from the techniques used when investigating for prosecutors. Ted developed expertise in analyzing redacted reports, a challenging process that demands keen attention to detail and a deep understanding of the related crimes and the organizational structures behind them. He designed flow charts, formulated investigative strategies, and drafted comprehensive reports to support the defense’s case.
